SPECIFICATIONS

 

Specifications for General Taxi Service-Greater Madison Metropolitan Area-Morgridge Center (Badger Volunteer Program only) (Lot 2)

  • Eligible Riders:  Any UW student volunteering through an approved Morgridge Center program or enrolled in a service-learning/community-based research class is eligible for this service. This service is intended for students volunteering or providing service at sites not accessible by Madison Metro or beyond a Transfer Point within Madison, as well as sites in Fitchburg, Middleton and Monona.  Some exceptions may apply.  Morgridge Center Staff will approve exceptions on an as needed basis.  Transportation will not be provided to any other community within Dane County.  Morgridge Center staff will be the source of requests and will work with the transportation provider to make all arrangements for service.
  • Ride Volume:  Ability to handle a volume of 1,000+ rides per month.
  • Pick Up and Destination Points:  Student volunteers and those enrolled in service-learning/ community-based research courses will be picked up at one of our four approved pick-up locations including the Wisconsin Alumni Association at Lake Street, 21 N. Park Street, Union South, and Dejope Hall.  These students will be transported to pre-approved sites as determined by the Morgridge Center and will be picked up at those respective sites and returned to one of the four designated drop-off locations previously mentioned.
  • Time of Service:  Between 6 AM – 9 PM, seven (7) days per week.
  • Online Ordering:  Contractor must have an online ordering system which gives the Morgridge Center the ability to limit the sites users are going to as well as track what program they are in.
  • Dispatching:  Students go through an approval process to become eligible to use the cab service.  They may only go to the sites approved by the Morgridge Center for Public Service and may not use cabs for any purpose other than civic engagement, Rides are scheduled online through the transportation provider’s ordering system and over the phone by Morgridge Center staff.  Any student who accumulates more than two (2) “no shows” over the course of a semester will be deemed ineligible to use this service for the remainder of the academic year.
  • Response Time:  The University requires an average response/pick-up time of fifteen (15) minutes.  Taxies are not to arrive more than 15 minutes after scheduled pickup.  There will be a grace period for 0 to 14 minutes.  If more than 14 minutes 10% will be deducted from the ride.  Contractors cannot “bump” a scheduled pickup or time.  Contractors must have a plan or program for “emergency” or “urgent” pickup requests.
  • Invoicing:  Ability to distinguish users by program affiliation on invoices and billing documents
  • Service Information:  Transportation provider must agree to supply service information as requested, such as monthly use summaries, pick-up times, complaints received, number of riders, no loads, etc.  The Morgridge Center would prefer daily electronic reports showing ridership and “no show” riders for each day of service.  Details as to how this would be done, Excel®, email or otherwise will be discussed with the Contractor.  Cooperation will be required for service surveys and other information solicitation deemed necessary by the Morgridge Center or University.  Transportation provider must meet (if requested) a minimum of one time per year with Morgridge Center staff to discuss service related issues at a mutually agreed date, time and place.  Transportation provider will appoint a staff person to serve as principal contact to facilitate clear communication with Morgridge Center Staff.
  • Equipment:  Transportation provider must have adequate city-licensed taxi vehicles or vans to meet response time requirements as listed above.
  • No Load:  University may pay $3.50  per No Load transaction.  No Load is defined as a dispatched ride when no rider appears after a ten (10) minute wait.
  • Cancellation:  There will be no charges for cancellations made at least two (2) hours in advance.
  • Handicapped Accessible Needs:  Handicapped accessible vehicles must be available on an as needed basis.

 

Specifications for Midus Project at UW Hospital (LOT 3)

  • Service Information

Transportation provider must supply service between UW Hospital and the following locations:

Madison Airport

UW Osteoporosis Clinic at University Station

Inntowner Hotel (and between hotel and airport)

Badger Bus dropoff at Chazen Museum

Baymont Hotel (and between hotel and airport)

                  Occasionally other sites in Madison may be used

 

  • Taxi cannot be shared with other passengers as the identity of project participants is protected by IRB regulations, which would preclude sharing taxi’s with strangers.
  • Timeliness is crucial, protocol requires coordination of staffing at various sites, so taxi pickups and drop-offs must be on time.

  • Ability to provide a monthly bill that will include the following for each ride:

    Name of authorization person

    Pick-up location

    Drop-off location

    Specifications for Emergency Ride Home Program (LOT 4)

    • Emergency Ride Home (ERH) is a supporting service designed for UW employees who choose an alternative to driving alone to campus. In an emergency, employees may use a pre-printed voucher to cover the cost of the cab ride home. The intention of ERH is to serve as a safety net so that those who choose to carpool, vanpool, bus, bike or walk to campus need not fear being stranded in an emergency. ERH is available between 6 a.m. and 6 p.m. Monday through Friday.
    • Cab Driver will collect pre-printed voucher from user
    • Transportation provider will invoice UW-Madison Transportation Services monthly.  The invoice should will include the following information for each ride:

      Pick-up location

      Drop-off location

      Amount billed

      ►Completed copy of the emergency ride home voucher
