SCOPE: Contract for the purchase of Animal Health and Cell line Monitoring Services.
This contract will be used to assure animal health and cell line integrity and to monitor disease outbreaks and morbidity on this campus and its affiliated units. It is intended that all of Lot 1 will be awarded to one “Primary” Contractor with a possible “Secondary” Contractor also awarded. Lots 2 and 3 will be awarded based on responses received and the ability of the Contractors to provide the services being requested. The UW Madison Research Animal Resource Center (RARC) will use the contract for services for all UW-Madison animal care and affiliated units.
The UW requires the services of an animal serology and molecular diagnostics laboratory that will provide a cost effective and technologically superior means of ensuring animal health monitoring on the UW Madison campus (and affiliated units) as well as provide cell line diagnostics and educational and consultative services to the veterinary staff and investigators. We require such a program to be both cohesive and adaptable to the needs of the individual colleges providing comprehensive testing for serology/PCR, parasitology and specific research pursuits. Email notifications should be sent out for all tests submitted with positive results noted or highlighted for faster response. Reliably validated state of the art testing technologies should be used (to highest industry standards) and panels/profiles be able to be customized for the campus’s needs.
There must be an easy to use, flexible yet secure and well-supported web based database accessible from all parts of the campus (with password) that can accept submissions from multiple locations (yet still consider the whole of the campus submissions over time as regards pricing). This system should be configurable so that the University in conjunction with the Contractor can designate which logins at the University can view specific categories of reports, import and export data. Diagnostic health reports and health summary reports should easily fit on an 8.5x11 page and be easily understood and be able to be printed as a PDF. These reports should also be viewable in an online secure database format. Other needs include: ease of creating reports from serology and other testing data for use and export to templates such as transfer forms, the ability to track individual animals through room, building and investigator changes, the ability to search a wide range of parameters and the ability to upload in-house testing data (pathology, bacteriology and parasitology, etc.) and submitted by the UW and its affiliated units. Within a relatively short period of time (~3 months) all previous historical data from this campus’s databases and other companies should be incorporated into the chosen database. Data base assistance during work hours (7:00 AM – 5:00 PM, M-F, CST/CDT) should be available by phone and email and the database should be able to be further customized as needs require. Educational materials and opportunities should be made available to the RARC staff and UW-Madison investigators with consultative services available by phone and email during working hours (7 am-5pm M-F CST) and emergency assistance available by phone if available. The Contractor should be actively engaged in research into new techniques for testing and threats to laboratory animal and cell line health and integrity and willing to collaborate with the contractor on emerging diseases and problems within the contractor’s animals and tissues. The University has significant time invested in staff persons currently involved in the use of the current serology providers (500 hrs. + each). MANDATORY SPECIFICATIONS Program: 2. Free rodent sentinels or comparable account credit if sentinels are not available via Contractor. 3. Long term commitment to pricing (at least 1 year) and at least 3 mo. notification of plan to increase prices. 4. Provision and maintenance of quality testing services and quality control with defined retesting (free) for equivocal results at a lab of our choice. 5. Free consultation with laboratory personnel. 6. No additional diagnostic tests added to any custom testing or standard panels without advance notice and permission of UW Director of RARC Pathology and Lab Services or UW-Madison Chief Veterinarian. 7. Free Transfer and access to previously generated UW laboratory data from existing databases to the new secure Contractor maintained on line database with free assistance in training personnel on its use. 8. Free rush testing and over night shipping or replacement of short-dated supplies if needed 9. Technical support (in person) during business hours (7 AM-5 PM M-F CST) for shipping or collection concerns 10. Information Technology (IT) support during normal business hours (see above) for any concerns with database access, testing orders, or any other issues arising from Contractor’s website and database. In addition modifications made if requested to database to provide further clarification and ease of use to reports. Example: UW requests that year long summaries be able to be downloaded as a pdf formatted for 8.5x11 paper and that summary reports contain numbers of animals per total i.e. 3/5 that were positive each quarter (or testing period) for every listed infectious organism. 11. Continuing assistance in educating campus personnel on animal disease and technology issues, database adaption and flexibility, and ongoing research efforts for improvement of testing and technology. 12. Free consultation services with Contractor supplied experts in molecular diagnostics and for interpretation of findings from animal health testing. 13. Reports that print out in a clear format on 8.5x11 paper with all positive test results highlighted in such a manner as to be immediately obvious and all identification numbers of animals and names of all individual profiles, panels and tests be identified clearly on all pages of the report. 14. Online and print resources for vets and investigators for continuing education into animal diseases and their consequences. 15. The science and technology supporting the providing Contractor must match or exceed the highest industry standards for this type of testing. II.
