| SCOPE: Contract for providing rigorous benchmarking of the University’s administration and governance in terms of its effectiveness, efficiency and flexibility against our peer educational institutions. The administrative areas to be benchmarked could include, but may not be limited to, Information Technology, Business Services, Procurement, Financial Management, Grant Management, Energy Conservation, Facilities Management, Human Resources, and Auxiliary Operations. The areas to be evaluated will be based on a Scope of Work developed jointly by the Contractor and a project steering committee to be appointed by the University. The consultant shall develop recommendations for improving the University’s effectiveness, efficiency and flexibility, and a proposed roadmap to achieve the improvements.
The engagement is expected to examine organizational models, practices, and procedures that, when applied to the University, could create new opportunities for achieving effectiveness, efficiency and flexibility in support of the research, instruction, and public service missions of the University. The University may enter into an agreement with the service provider for implementation services to make changes in order to improve the University’s effectiveness, efficiency and flexibility. |

SPECIFICATIONS The Contractor shall work with University staff to provide necessary general guidance and expertise, including the tasks numbered below. The Contractor may not necessarily provide guidance and support on all tasks at the same time. 1. Contractor must have demonstrated performance success performing similar efficiency studies with Research 1 institutions of similar size and complexity as the University of Wisconsin – Madison. 2. All assigned senior consultants should have had relevant roles in Higher Education peer institution(s) as employees, consultants, or independent contractors. 3. All assigned senior consultants must have previously been engaged to perform similar scope of work services to peer institutions. 4. Contractor must have demonstrated ability to retain highly skilled, qualified senior consultants. |
