SPECIFICATIONS

GENERAL CONDITIONS FOR SNOW REMOVAL:

1.1        Personnel:
            a.        Contractor shall have in its employ, or under its control, sufficient qualified and competent personnel to perform work promptly and in accordance with a schedule or work program, as approved by the University. 

            b.        Contractor shall employ only such workers as are skilled in the tasks to which they are assigned.  Workers shall act appropriately and professionally at all times.  Offensive language, gestures or actions while in this clinic setting are not acceptable.  The University may require the Contractor not to assign any employee the University deems incompetent, careless, insubordinate, or otherwise objectionable to work on University projects.

            c.        Contractor must have the ability to receive and respond timely to email communication from the University Staff.

1.2        Pre-Season Snow Management Meeting: 
Contractor(s) must meet annually with University representatives prior to the snow season to discuss Contract performance in detail.  At this meeting Contractor shall provide names and home phone numbers of all personnel to be contacted by the University’s Snow Operations Manager when Contractor's services are required.  At the same meeting, the University will provide the Contractor, the names and phone numbers of designated snow coordination personnel.  Additional, alternate, or substitute University Snow Operations Managers as needed after the pre-season meeting, shall be identified in writing to the Contractor(s).

1.3        Safety Standards:
            a.        Contractor’s employees shall be especially aware of the large number of staff and patients in this location, and shall take necessary precautions to safeguard their well-being.

            b.        Contractor’s employees shall follow all applicable safety standards including operating all equipment in conformance with the manufacturer's operating instructions for each, and in compliance with OSHA standards and requirements.

            c.        Precaution shall be exercised at all times for the protection of persons, (including employees) and property.  The safety provisions of applicable laws, building and construction codes shall be observed.  Machinery, equipment and all hazards shall be guarded or eliminated in accordance with applicable safety provisions.

            d.        All equipment shall be properly maintained to operate at "normal" operating sound levels.  Equipment that is generating excessive noise or is otherwise objectionable to the University shall be discontinued from use, at the University's request, until repairs can be affected.  The UW-Madison’s WISPIC Site Manager shall be the sole judge of acceptable equipment under this section.

1.4        Property Damage:
            a.        Wherever any existing material, equipment or facility is damaged by the Contractor, the cost of repair or replacement shall be charged to the Contractor.  Services covered by this provision include, but are not limited to curbs, sidewalks, lawns (to include scalped areas), plantings, trees, signs, down spouts, and refuse containers.

            b.        Injuries to any person and damage to University property, the property of employees, customers or any property not belonging to the Contractor shall be reported immediately to the UW-Madison’s WISPIC Site Manager.  Any costs for this damage or injury will be reimbursed by the Contractor.

            c. Repair work due to damages caused by the Contractor shall be coordinated through, and subject to the approval of the UW-Madison’s WISPIC Site Manager.  Repairs shall be made with like materials in a manner acceptable to the UW-Madison’s WISPIC Site Manager.

            d. Contractor shall acquaint themselves with the location of utilities, which may be encountered or be affected by their work, and shall be responsible for damage caused by neglect to provide proper precautions or protection.

            e.        The Contractor shall repair, to its original state, any landscape damaged by failure to provide proper and adequate protection, to the satisfaction of the UW-Madison’s WISPIC Site Manager, or remove and replace with new materials or plantings at the Contractor's expense.

1.5        Site Inspection:  The University will, at its discretion, conduct site inspections before, during, and after each service to evaluate the quality, and completion of the work performed.

2.        Manual Snow Removal Specifications
The Contractor shall be responsible for:
            a.      Plowing and Shoveling snow on driveways, parking lot areas, fire lanes, exterior concrete fire exit landings, walks, stairs and dock as directed by WISPIC personnel to include:

  • plowing and shoveling service by Contractor’s staff
  • snow removal equipment as needed
  • provide salt for melting icy and snowy driveways, parking lot areas, fire lanes, walks and entry ways as needed.  (Contractor is NOT responsible for the sidewalk on Research Park Blvd.)

           b.      Plowing, shoveling and salting of driveways, parking lot areas, fire lanes, walks, steps, loading dock and the animal holding access area must be completed by 7:45 AM each day of the week, including weekends as necessary per weather conditions.

  • In addition to driveways, parking lot areas, fire lanes, sidewalks, steps, and loading dock, the Contractor is responsible to clear area around flag pole, main entrance, dumpsters, and fire hydrants.

           c.      Salt walks after snow.

  • When snow continues to fall throughout the business day, Monday through Friday, shoveling and salting as necessary will be done at the request of the UW-Madison’s WISPIC Site Manager.

           d.      Loading dock area to be plowed from upper dock and ramp area and salt areas after snow.

           e.      The street access to Tokay Blvd is plowed by the Contractor to the section nearest Tokay that is shared by the Corporate neighbor to the east.  The Contractor may plow all the way to Tokay Blvd. But their responsibility under this contract ends at the shared access point.

           f.       Light snows less than 1” are to be salt only and to be done at each snowfall or a storm.

           g.      All snow removal operations, shoveling, equipment used and salt applied costs will be directed and approved by UW-Madison’s WISPIC Site Manager.  Each time the service is completed, even in the same day, a job ticket must be completed.  UW-Madison WISPIC Site Manager will coordinate all services to be done and frequency of service pending on weather conditions.

           h.      Staking:  The Contractor will stake the properties to minimize curb and landscaping damage.  The stakes are to be fiberglass or plastic and not to exceed 48” in height.  No metal re-rod or fence posts are to be used.
