Eligibility and Cancellation:

Eligibility

Note: "Any employee currently enrolled in a state of Wisconsin pre-tax transit, vanpool or parking program, cannot be enrolled in the FBMC Commuter Benefits Program"

The definition of the above statement has been expanded to include the following:

  1. Employees with free parking, free vanpool, or free transit vouchers are eligible to participate in Commuter Benefits.
  2. Employees who currently have pre-tax deductions withheld for parking through another program are eligible to participate in the Commuter Benefits Program for Transit and or Vanpool
  3. Employees who currently have pre-tax deductions withheld for Transit (which includes Vanpool) through another program are eligible to participate in the Commuter Benefits Program for Parking.
  4. Employees who currently have pre-tax deductions withheld for Vanpool (Vanpool fall under Transit) through another program are eligible to participate in the Commuter Benefits Program for Parking.
  5. Employees who currently have post-tax deductions withheld for either Transit, Vanpool or Parking are eligible to participate in any of the Commuter Benefits Program Options
  6. Remember the 2008 IRS limits for:
    1. 220.00 a month for Parking
    2. 115.00 a month for Transit (which includes Vanpool)

Cancellations via Paper Enrollment Form:

The paper enrollment form does not have a section to indicate an employees desire to cancel a benefit altogether. The following should be done:

  1. First, if the employee expresses a desire to cancel a benefit, encourage them to make their desired change through the Internet. If this is not an option the employee wishes to use, then direct them to use a paper form. Remind the employee that all enrollments and changes must be entered in our system by the 10th of the month to become effective the following month. The employee must allow ample time for their payroll officer to get the form to FBMC.
  2. To cancel on the form:
    1. Instruct the employee to fill out the personal information at the top so we can properly identify them and sign and date the form.
    2. For Transit Option 1 - Instruct employee to "zero out" the "PASS QTY" and  "zero out" either the "EVERY MONTH" or "THIS MONTH" options. And write "CANCEL" across the section.
    3. For Transit Option 2 - Instruct employee to "zero out" the Dollar amount box and  "zero out" either the "EVERY MONTH" or "THIS MONTH" options. And write "CANCEL" across the section.
    4. For Parking Option 1 - Instruct employee to fill in the name of the Parking Provider Information, but under Payment information "zero out" the Dollar amount section and  "zero out" either the "EVERY MONTH" or "THIS MONTH" options. And write "CANCEL" across the section. The employee must indicate the Account #.
    5. For Parking Option 2 - Instruct employee to "zero out" the Dollar amount box and  "zero out" either the "EVERY MONTH" or "THIS MONTH" options. And write "CANCEL" across the section.

Website Access:

If an employee has trouble accessing The Commuter Benefits Program Link through the EFT website, you may give the employee the direct logon address http://fbmc.wageworks.com. There is no www. in this address)

If an employee is not recognized as eligible on the Commuter Benefits Program Website, but appears in Common Remitter and should be eligible, direct the employee to access the enrollment form via the Commuter Benefits Program Link through the EFT website; CS can e-mail an enrollment form via PDF; employee can get enrollment form from their Payroll Officer; or the FBMC Madison Office.
