SCOPE: Contract for the Wisconsin Hoofers for the purchase of Badger Tech Dinghy Sailboats (“Badger Techs”). The boats which will be built will replace current, but well worn, Badger Tech Dinghy Sailboats at the Memorial Union Lakefront for primary use on Lake Mendota by the adult and non-adult customers of Hoofers involved in recreational and instructional programs sponsored by Hoofers.

SPECIFICATIONS
for
BADGER TECH DINGHY SAILBOAT

Hoofers owns molds for Badger Tech Dinghy Sailboats. The molds will be used to produce similarly designed fleet of boats by the contractor. The contractor will install necessary basic hardware as part of the boat building, with the finishing hardware purchase and installation completed by Wisconsin Hoofers.

Product:

  • 10 Badger Tech Dinghy Sailboats as outlined in the following (for year one).
  • Boat construction material – fiberglass mat and cloth lay-up schedule with vinylester resin: t he laminate schedule must be a minimum be 1 layer 3/4 oz mat, 1.5 oz mat, 17 oz biaxial ,1oz mat,1.5 oz mat, 1.5 oz mat on floor, 24 oz roving giving 4 different cloth directions with 25 percent more fiberglass than a club 420 hull. All in vinyl ester resin.
  • Boats are to be constructed using molds provided by Wisconsin Hoofers.
  • Construction includes building a completed hull assembly including hull, deck, thwart, rudder, and mast chock and other related components.
  • Install necessary basic hardware before assembling boat components as determined by Wisconsin Hoofers and boat builder, to include chainplates, stemhead, access ports (x3), gudgeons, traveler eyestraps, hiking strap mounts, handles, and any other hardware that would be an integral part of the hull portion of the assembly. Contractor will be responsible to obtain the hardware identified at Contractors cost and of manufacturer and quality level acceptable to Hoofers. Wisconsin Hoofers will purchase and install standing rigging including mast and boom.
  • Modification to be made will include an additional bonded edge for structural durability between the deck and the hull portions during boat construction. All other construction will be similar in design to current Badger Techs.
  • Boats will be built with color gelcoat as specified by Wisconsin Hoofers
  • After the first year the contractor will allow for orders of individual Badger Techs with numbers ordered varying based on funding, program needs and customer preferences.

Building Schedule

  • The initial order for boats must be completed and received for use in the 2006 Sailing Season by April 15, 2006.

 Qualifications of Boat Builder:

  • Proposals will be considered only from established builders of high quality boats. Builder must have previous experience building similar type of boat using the most advanced techniques in fiberglass and boat production including vacuum bagging to construct boats intended for many years of high usage under regular maintenance.
  • References must include at least two references from clients who have received similar designed boats built by the staff of the proposer.
  • Proposer must have boat building staff having at least 10 years experience producing similar fiberglass dinghy sailboats.

Standard, Alternatives, Deviations:

  • Equipment proposed shall be new, unused, and conform to the best trade knowledge, quality of materials, and workmanship.
  • Modifications of the Badger Tech molds require prior written consent of UW-Madison Wisconsin Hoofers.
  • Additional tooling or molding for vacuum bagging or other building processes to be approved by Wisconsin Hoofers.
  • Vendors failing to provide adequate information on any issue that impedes a thorough evaluation shall be considered unresponsive, and their proposal may be subject to rejection.
