SCOPE: Contract for the purchase of marketing services.

 

Wisconsin School of Business is contracting with a full-service marketing agency with expertise in marketing services and creative design services that will work with the WSoB Communications Office to promote the unique strengths and value of the Wisconsin School of Business.

 

Contractor will provide account management, creative services, and media research to include management of planning and buying media with the School of Business.  These services will include marketing analysis, research and strategic planning as well as project management and successful execution of marketing and enrollment plans; along with concept development and production of communications all while working within the framework of an established and existing brand, positioning and messaging platform.

REQUIRED SERVICES

 

A.    Account Management.
Requirements:
(a) The Contractor will provide marketing analysis, research and strategic planning as well as project management and successful execution of marketing and enrollment plans. The Wisconsin School of Business is interested in executing an immediate project of having the Contractor assist in executing marketing and creative services for the WSoB in support of executing strategic enrollment and brand awareness.
(b)    Contractor will provide competent and experienced staff for the WSoB’s account, as needed to develop and maintain a positive, productive relationship and to meet all agreed upon project timelines.
(c)    The WSoB expects that personnel assigned to its account management team will serve diligently throughout the term of the contract. Each member of the account team shall be assigned for the term of the project/contract, unless University should request the replacement of a member or a member leaves the Contractor's employment.
(d)    If requested, team personnel shall be available to timely attend planning meetings, budget reconciliation meetings, and quarterly meetings. To facilitate transition, the Contractor shall, at no cost to University, attend start-up meetings with appropriate School representatives. These meetings will address University’s expectations and the transition of current and proposed projects. If the Contractor is not located with an hour’s driving distance of UW-Madison main campus, the Contractor should be able to participate in videoconferencing with University representatives throughout the contract term.
(e)    For the WSoB, the Contractor will provide assistance in the development of a service request control mechanism or process in conjunction with the Integrated Marketing Communication Director.

 

B.    Creative Services.
Requirements:

(a) Contractor will provide concept development and production of communications as assigned. This will include without limitation to advertising ( out-of-home, broadcast including television and radio, and online), direct mail, email, and collateral. Specific services include copywriting, graphic design and production. The Contractor may be requested to acquire various productions and creative materials and related services with third-parties on behalf of University with the exception of printing. These acquisitions will be reimbursed to the Contractor. A mark-up or commission may or may not be allowed depending on the circumstances. Note: Printing services will provided by University Printing Services, (https://www.doit.wisc.edu/printing/ ).
(b) Contractor will provide copywriting, editing and proofreading services demonstrating the preferred voice and tone of the WSoB brand and key representatives.

(c) Contractor will supply pre-production art (disks for printing, materials, etc), print and production recommendations and specifications, and quality assurance during the production process via press checks and additional quality control measures.

(d)    All copy (slogan or themes) design, photography, audio-visuals, artwork, graphic and musical jingles exclusively prepared for the University will become the sole property of the University.
(e)    Contractor must be able to secure any stock photographs or illustrations needed to execute design concepts.
(f)    Contractor must accept University and WSoB logos and any University-provided brand equity guidelines, whether or not prepared by the Contractor and work to develop the idea to completion.
(g)    Contractor must be capable of providing web services at varying levels of competency and in coordination with University internal web service resources in accordance with University requirements for web readability.

 

C.    Media Research, Planning and Buying.
Requirements:
(a)    The Contractor must provide management of the media purchases, including without limitation researching, recommending, planning, placing, and reconciling all media. The Contractor will acquire various media and related services with third-parties on behalf of the University. These acquisitions will be reimbursed to the Contractor. A mark-up or commission may or may not be allowed depending on the circumstances.
