SCOPE: Contract for the purchase of  Dispatch Console Systems.

 

The University of Wisconsin Madison Police Department Communication Center is looking to replace their current Orbacom radio console system. The Communication Center is open 24/7 and is staffed by 9 dispatchers. There are currently two radio consoles, with a plan to increase to three. The consoles are used to dispatch to police and security units, along with monitoring the Madison Police Department and other University Departments such as Physical Plant and Transportation Services. Along with dispatching, auxiliary buttons on the console are used to lock and unlock doors throughout the Department, disable the repeaters, replay radio transmissions, etc. It is intended that the consoles will be in place prior to the Fall 2013 semester at the University.

SPECIFICATIONS

1.     The dispatch console system must include three (3) operator positions.

2.     The dispatch console system must include two (2) speakers per position including adjustable volume controls and output selection, with options for additional speakers.

3.     The dispatch console system must include a monitor for each position, at least 20”, with touchscreen option.

4.     The dispatch console system must be able to transmit by button or mouse over adjustable gooseneck microphones, or by headset, option for footswitch transmission

5.     The dispatch console system must be compatible with headsets that also work with Positron phone system, including able to transmit and receive transmissions over the headset.
6.     The dispatch console system must be able to cross patch channels together.

7.     The dispatch console system must be able to simulcast over different channels.

8.     The dispatch console system must include integrated, multi-function recall recorder per position, recordings must be searchable by date/time and quote must list the number of calls/amount of time kept in the recall recorder.

9.     The dispatch console system must have emergency alert capabilities.

10.   The dispatch console system must have the ability to enable/disable repeater.

11.   The dispatch console system must include 12 radio line interfaces, with options for increases.

12.   The dispatch console system must include 12 receive only radio interfaces, with options for increases.

13.   The dispatch console system must include 8 auxiliary I/O controls, including intercom capability, with options for increases.

14.   The dispatch console system must include 4 channel intercom switch interfaces, with options for increases.

15.   The dispatch console system must include system redundancy, surge protection, and backup power supplies

16.   The dispatch console system must include 3 application licenses.

17.   The dispatch console system must include programming, training, configuration, removal of current equipment and installation of new equipment.

18.   The dispatch console system must describe the ability to access system in emergency evacuation circumstances.

19.   The dispatch console system must include at least 1 year maintenance included, with terms for future maintenance outlined.

20.   The dispatch console system must be able to provide emergency repair response within 2 hours of request.

21.   The dispatch console system must be able to provide 24/7 repair response when necessary.

22.   The dispatch console system must be compatible with 800MHz, VHF, and UHF radio frequencies (conventional and trunked).

23.   The dispatch console system must describe upgrade-ability, how it will work with Dane County radio system changes.

24.   The dispatch console system must include the option for radio/telephone patch.

25.   The dispatch console system must be compatible with MacTek Higher Ground recording equipment.

26.   The dispatch console system must provide and keep accurate time (synchronized to atomic clock, for example).
