DNA TESTING SERVICES FOR THE WISCONSIN INNOCENCE PROJECT

SCOPE: Contract for the purchase of purchase of post-conviction forensic DNA testing, including short tandem repeat (“STR”) analysis, Y-STR DNA analysis, miniSTR analysis, mitochondrial DNA (“mtDNA”) sequencing, serological testing and consulting and expert witness services regarding conducted testing. 

 

The Wisconsin Innocence Project (“WIP”) is a clinical program run out of the University of Wisconsin Law School that provides pro-bono legal assistance to wrongfully convicted persons and works to remedy the causes of wrongful convictions.  As part of our program, law students work with supervising attorneys to investigate and litigate claims of innocence.  In many cases, forensic DNA testing is conducted as part of the investigation process.  In addition to proving innocence, DNA testing often helps identify the real perpetrator.  Post-conviction DNA testing is governed by Wisconsin statute and may be granted at the expense of the state or the defendant.  In our cases, post-conviction DNA testing from the Wisconsin State Crime Lab may not be an option because the State Crime Lab works primarily for prosecutors and raises the potential for conflicts. 

 

Evidence for testing will be supplied to the lab for testing via overnight shipping.  The evidence is generally shipped directly from the state agency where it was stored. STR testing may be conducted on each sample that is sent to the lab with the ability to upload the sample into the Combined DNA Index System (“CODIS”).

1. Contractor must be able to upload any DNA profiles discovered through testing into CODIS.
2. Contractor must do forensic STR analysis.
3. Contractor must do forensic  Y-STR DNA analysis.
4. Contractor must do forensic miniSTR analysis.
5. Contractor must do forensic mitochondrial DNA sequencing
6. Contractor must do forensic serological testing.
7. Contractor must be able to provide expert witness services regarding the testing conducted, including in-court testimony, regarding the testing and methods conducted.
8. Contractor must be approved by the Wisconsin State Crime Lab to submit full profiles to the State Crime Lab for uploading to CODIS.
9. Contractor must be ISO 17025 forensically accredited by American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) or FQS ANSI-ASQ National Accreditation Board.
10. Contractor must be willing to provide affidavits regarding methods and results.
11. Contractor must have successful, proven experiences with extracting samples from nontraditional substrates.
