INSTRUCTIONAL DESIGNER / EDUCATIONAL TECHNOLOGIST SERVICES

(contract last updated 02/15/2013)

SCOPE: :Contract for Instructional Designer/Educational Technologist Services.

The primary focus of this contract is to make available to University departments Contractors that have experience in instructional design and educational technology in the higher education marketplace.

The words “instructional design” refer to a facilitated collaborative process in which the instructional goals of a learning product are clearly defined, after which a learning product is conceptualized to meet the needs identified.  Instructional design also encompasses the conceptualization of a course structure, learning activities, methods of instructor interaction/communication and assessment both of the learning outcomes and of the instructional instruments.  This skillset is analogous to an architect, who collaborates to understand the foundational and functional needs of a product and then partners with a client to develop a blueprint of great detail.

The University of Wisconsin-Madison anticipates an increased number of courses in a blended (hybrid) or fully on-line format. University outreach work also would also benefit from creating mixed media adult professional development learning modules. UW-Madison may need Instructional Design partners beyond UW-Madison resources to provide ongoing support to faculty who decide to adopt these new approaches. Specifically, an Instructional Designer would support faculty during the course creation process, helping with course redesign, training (in conjunction with an instructional technologist) on use of course management technology, and sharing best practices in online teaching techniques. Not all UW-Madison instructional design work is for courses listed in the University Schedule of Classes (Timetable); some is for staff development and outreach to participants in University research/development projects.

INSTRUCTIONS FOR UW DEPARTMENTS USING THIS CONTRACT (Contact Carl Hubbard, at (608) 262-6557   chubbard@bussvc.wisc.edu for clarification.)

DoIT Academic Technology:  The Division of Information Technology’s Academic Technology (DoIT/AT) Campus units should consult with DoIT Academic Technology before working with outside vendors.  DoIT/AT is a strategic partner with the Division of Continuing Studies and the campus divisions in supporting and sustaining online learning at UW-Madison.  DoIT Academic Technology is included in the process for efficiency reasons.  Academic Technology is a resource that can help campus units ascertain available UW resources before partnering external to the University.  Contact information is available on the DoIT Academic Technology website http://www.doit.wisc.edu/academictech/.

For engagements estimated to be under $5000, University departments may exercise Best Judgment to select a Contractor. For engagements estimated to be over $5000, University departments must complete a Request for Service (RFS) document, review and evaluate the responses submitted by Contractors and complete a summary of the RFS process. The RFS document will ask Contractors to submit pricing and detailed information showing how they would be best suited to provide the specific service being requested. Once responses are received, departmental staff will review the responses for the best fit for University needs. This decision may not be based on price alone. The University will be the sole and final judge of the contractor best suited to meet the service need. Once a contractor for a project is determined, the Contractor to be used under the RFS process should receive a Service Agreement with a Scope of Work to be performed and a Purchase Order.

Through collaboration and partnerships, with a commitment to service and innovation, we bridge technologies, people, and day-to-day work practices to enable 21st Century digital literacy, manage our resources and evaluate our practices.  Academic Technology is a partner with the Division of Continuing Studies and the University of Wisconsin-Madison, providing an evidence and experience based instructional design process that leads to interactive, high quality online learning products.
