SERVICES TO PRODUCE PROGRAMS FOR BIG TEN NETWORK BROADCAST

SCOPE: University Communications, the central communications office for the University of Wisconsin-Madison, contracts with a production company to facilitate and co-produce about six half-hour, high-definition magazine or documentary style television programs for the Big Ten Network.  The programs will have a common theme revolving around personal stories and ways the University touches enhances or improves the quality of life for people across the state and across the world.  The programs will air nationally on the Big Ten Network. 

Each story will be emotive, and use the narrative of the featured person(s)/recipient(s)/beneficiaries of the featured topic to convey its importance.  These stories will come from all areas of the state and involve research, arts, medicine, education, agriculture, business or any other ways this public institution positively affects change in our world.  Each feature could also stand on its own on a web page or in a presentation.  Travel around the state by the Contractor is to be expected.

The purpose is to tell the story of the University of Wisconsin-Madison, without relying on UW personnel to be the primary focus. We are looking to show people whose lives have been made better by this Wisconsin’s primary research institution.

University Communications will act as the overall executive producers for the program.  Duties for Department will include mining ideas, securing contacts, vetting subject matter, assisting the creative process and approving the program and segments.

Contractor will create show concept, research, write, shoot and edit, create graphics, procure music for the program.

SPECIFICATIONS OF SERVICES

Program Constraints:

         Program Length: 28:25
Internal Commercial Breaks 3 x 2:00 PLUS 2 15 second internal Billboards
Program also must contain 10 second BTN open and 10 second BTN close. 

         The program will need to be closed captioned and delivered in a high definition 720p format of D-5 or DVCproHD. 

Graphics and Special Effects: 

         Contemporary graphics to illustrate and emphasize concepts reinforcing UW-Madison’s brand are allowable.  

Music:

         Pre-recorded professional background music that enhances the production is acceptable, original music is not required.  Contractor must obtain necessary licenses and rights to music for regional broadcast use. 

Narration/Talent/Voice talent:

         Professional talent and/or narration is allowable and may be required. Incorporation of a variety of voices is allowable and may be required. Current University faculty, staff and students may be used to successfully communicate the themes of the features.  Additional voice-over (VO) narration may be required and is acceptable.   

Positioning: 

         UW-Madison is among the top ten public research universities in the nation.  Contractor must demonstrate understanding of higher education positioning, and how this project will reinforce current positioning.

Final Product:

         All material (including animations, moving backgrounds, and video elements) will become the property of the University of Wisconsin-Madison, Office of University Communications upon completion of the project and conclusion of the contract.  University Communications will determine the location where the material will be stored.  The contractor agrees to hold “development” material for 18 months following the completion of the project and notify us in writing before the materials are destroyed.

         Fees for licenses of music, narration, voice, additional footage, photography or any other elements used in the production are to be included as part of the budget and are not considered additional charges to the project. 

         Future charges for dubs may apply, but no extra charges will be levied for re-rendering the unchanged commercial or portions of that commercial where no editing is required.

Schedule:     

         An initial final product is due by May 18, 2012.  Draft versions (rough-cut) of the script and video shall be made available to University Communications for review and approval (and sharing with Assistant and Executive Producers) prior to the final editing.
