SCOPE: Contract for the College of Engineering, Academic Affairs Office for a systematic assessment and accreditation management software system.

Software system to transform the disparate assessment activities into an effective, efficient and focused assessment strategy using educational assessment tools, data and information, analysis and evaluation to improve educational practices and student learning and support accreditation requirements.

A software system, initially as a pilot project, to identify and evaluate a systematic approach that facilitates and supports curriculum management, instructional best practices, assessment and evaluation activities, and the use of a knowledge management system for reporting and continuous improvement related to ABET. Success of the pilot project will result in implementation of the system within the entire College of Engineering.

SPECIFICATIONS

ITEM DESCRIPTION
1. System must provide a web-based portal for all assessment activity by all user groups within the academic implementation team.
2. System must support a secure and automatic data import from a UW web client(s) to utilize key assessment and instructional support features.
3. Must incorporate an instructional decision support system to provide performance measures on student learning outcomes for faculty and students.
4. System must support direct and indirect Assessments.
5. System must allow syllabus content to be entered and customized with alignment to course and program outcomes.
6. Must provide centralized access to syllabus history, notes, recommendations, course objectives, and outcome mapping.
7. Assessment tools must be available to create, distribute and report on course evaluations for both students and faculty.
8. Surveys and data collection must be available to create, distribute and report on student, faculty or alumni surveys.
9. System must support assessment reporting and documentation features to create assessment reports based on user roles ranging from program level to the individual student.
10. System must provide a searchable document repository feature  to support information, decision making and reporting for accreditation.
11. May be interfaced to Moodle and eCOW2 course web pages.
12. Must be FERPA compliant in using student data to allow for institutional control over all student data used by the system.
13. System must support delegated administration to assure appropriate role-based access and data management.
14. Must include scalable infrastructure options for college-wide implementation beyond initial pilot phase.
15. Security features of the system must allow for role based security including institutional administrator, academic unit administrator, deans, department heads, faculty, accreditation reviewers, students and external users (survey participants) and guests.
17. Academic implementation support, both on-site and off-site must be provided.
18. 24 hour web support must be provided with ongoing server maintenance and services.
19. Single and multi-service configurations must be available.
20. On-site and off-site backup options must be available per institutional policies.
