SEED POTATO SOIL SAMPLING AND PROCESSING

SCOPE: Contract for the purchase of Soil Sampling and Processing to meet a USDA-APHIS requirement for Potato Cyst Nematode Sampling.

 

Wisconsin’s potato industry ranks 3rd in the nation with a total crop valued at $232 million, accounting for 6.6% of the US potato production. The objective of the survey is to detect possible infestations by pale potato cyst nematode (Globodera pallida) and golden nematode (Globodera rostochiensis). Both potato cyst nematodes (PCN) are the focus of a national survey and of regulatory concern. Wisconsin anticipates continuing participation in the national survey effort.

 

Animal and Plant Health Inspection Service (APHIS) requirements for sample protocols have changed yearly since this project was initiated. Thus, ability to be flexible in sample procedure is required.

 

Currently, sampling is done in a number of locations in the State including locations in the counties of Dane, Richland, Oneida, Vilas and Langlade and near the cities of Antigo, Eagle River and Rhinelander.  Additional locations may be added over the term of this contract as new growers are added.

SPECIFICATIONS

 

1.        Subcontracting:

   1.1         Any Contract resulting from this proposal shall not be, in whole or in part, subcontracted, assigned, or otherwise transferred to any Subcontractor without prior written approval by Purchasing. Upon request Contractor must provide Subcontractor’s complete contact information including EIN# (TIN#, SS#) and signed W-9 form.

   1.2         The Contractor shall be directly responsible for any subcontractor's performance and work quality when used by the Contractor to carry out the scope of the job. University reserves the right to assess Contractor Liquidated Damages in excess of the contract amount for Subcontractor’s failure to perform or inability to complete required project milestones.

   1.3         Subcontractors must abide by all terms and conditions under this Contract.

   1.4         If Subcontractors are to be used, the Contractor must clearly explain their participation, deliverables, and project milestones prior to commencing work.

 

2.        Employee Identification:
           All Contractor’s employees, while working on University property, must wear a clearly displayed photo identification badge or uniform showing name of employee and/or company represented.  Any identification must be provided by the Contractor at the Contractor’s cost. 

 

3.         1500 acres must be sampled per year. (The number of acres sampled will change yearly.)

 

4.         A minimum of  2000 cc (approx. 5 lb) of soil/acre per acre must be sampled.

 

5.           The samples should be taken with an automated soil sampler attached to an off road vehicle.

 

6.         One hundred sixty samples must be taken per acre. (This number may change annually).  160 cores is considered 1 sample.

 

7.        A GPS device attached to the vehicle must record the location of the center of each acre sampled.

 

8.         Equipment used must allow obtaining an accurate count of the number of acres sampled and to allow trace back of each sample to particular locations.

 

9.         All equipment and worker shoes or boots must be sanitized between fields.

 

10.       It is the applicant’s responsibility to make contact with each farmer and arrange a sampling time.

 

11.       Initial sample processing will be completed by the Contractor per the requirements of the Bid contract.

 

12.       The sample bags must be labeled so that they can be traced to a particular sample location (via GPS).

 

13.       Chain of Custody paperwork must be kept with the samples. 

 

14.       Documentation describing these samples must be transported and delivered to Wisconsin Seed Potato Certification Program, 807 Fifth Ave, Antigo, WI 54409 for further processing on an approved schedule.

 

15.       Chain of Custody paperwork must be kept with the samples. 

 

16.       Samples can be collected from April through October as agreed upon by growers.

 

17.       All samples must be delivered to the Wisconsin Seed Potato Certification Program by November 1.
