SCOPE: The Electrical and Computer Engineering Duplicating Room is the only Program Revenue Copy Centers operated by the Department of Engineering.  This copy center provides color copying, black and white copying, binding, stapling and folding services for various University Departments.

SPECIFICATIONS FOR NETWORKED DIGITAL COPIER/PRINTER

The following specifications represent the desired requirements.  Bidders must submit with their response any exceptions or variations to the specifications, statements, dimensions, tolerances, or any other items in the RFB.  All exceptions or variations must be explained on an attached sheet of paper and be clearly identified with the specification number or RFB section.  Failure to meet a mandatory requirement may result in your proposal being disqualified.  The University shall be the sole judge of acceptability. 

A. MINIMUM REQUIREMENTS OF EQUIPMENT
1 Monthly duty cycle of 300,000
2 Process at least 65 copies per minute in black and white for 8-1/2 x 11 inch copies
3 Process at least 50 copies per minute in color for 8-1/2 x 11 inch copies
4 Process full color copying including 11”x17” size with consistent high quality
5 Need toner to give sharp, consistency in quality of images and spread well so don’t have week areas
6 Must deliver OEM supplies
7 Must be able to maintain it’s speed in copy output and quality and not be in the non- use state due to the machine self adjustment mode
8 One click charge per impression
9 Must have a separate rate for color impressions
10 Must have a separate rate for black and white impressions
11 Must have accurate separate rates when doing a mix (color and black and white) job. Black and white impressions are only charged black and white prices and charges for color are only for pages that use color. No color charges for a black and white copy following a color page.

B. HARDWARE AND SOFTWARE REQUIREMENTS

3 Copier/Printer should be able to handle the following PDL’s and Data Formats:
  * Adobe Postscript Level 3
  * PDF
  * PCL 5e and 6
  * TIFF
  * LCDS
  * SCS
  * XES
  * IPDS
4 Hard drive for copying needs to be a minimum of 40 GB.
5 Hard drive for printing needs to be a minimum of 80 GB.
6 Print drivers must be bidirectional.
7 All future software upgrades for fixes or minor enhancements must be furnished and installed free of charge.
8 Updated software, print drivers, etc. must have at least the same high security standards as the one it is replacing
9 Must have knowledgeable technical phone support if needed from the company at no additional cost , for any problems dealing with the print drivers, print jobs, web accounting, web administrative duties, security, etc. that deals with the operation and software of the machine for the entire maintenance agreement.
10 Any software etc, that is needed for the bookkeeping, scanning, security, print drivers, etc. must be part of the bid, this includes, this includes setting up the system and continuous tech support.
11 Any secure software needed to download the information from the copier to the computer in an excel or csv file for billing purposes is to be included in the bid.
C. Paper-Cover Stock
1 Must be able to print on cover stock glossy and non glossy 400 gsm or greater including onto 11”x17” size through the bypass tray
2 Must be able to print onto overhead transparencies
3 Must be able to print on cover stock 200 gsm or greater back to back including onto 11” x 17 “ automatically through a paper tray.
4 Must be able to print/copy covers using the selections of: front only, front and back, back only, printed inside, printed outside, blank or pre-printed
D. Finisher
1 Collating and stacking
2 Multiple position stapling
3 Must be able to staple up to 50 sheets of 90 gsm weight paper
4 Standard 2 and 3 hole punching
5 V folding both letter and 11 x 17” paper
6 Bi-bold booklets up of at least 5 sheets.
7 Saddle-stitch and center fold booklets up to 15 sheets with letter and 11”x17” size glossy paper
8 Must be able to do saddle-stitch folded booklet with cover stock of 300gms in the letter and 12x 19” size cover stock, and less sheets of paper for the booklet
E. Scanning
1 Scanning speed for color at least 50 pages per minute
2 Scanning speed for black and grayscale at least 80 pages per minute
3 Need scan resolutions dpi of 600 x 600, 400 x 400, 300 x 300, 200 x 200, and 100 x 100
4 Scan and send files to copy center’s desktop wherein the scanned file can be changed into a document such as word, excel, etc. The saved document can be emailed to the customer who may edit the document as they need to. This needs to be for two computers in the copy center room . Software price must be included in the bid.
5 Simplex and duplex scanning
6 Need to be able to scan a full 11” x 17” size original
7 Need to be able to do scanning while the machine is copying or printing
8 Need to be able to scan into a pdf file

F. DOCUMENTATION AND TRAINING
1 Proposal must include at least one (1) operating manual.
2 Contractor must provide at least 4 hours of on-site training and software/technical support as needed.
G. MAINTENANCE/SERVICE
1 Contractor must perform all maintenance on site unless University has granted permission to remove equipment from site.
2 Contractor must have access to replacement parts within 24 hours after call.
3 Service calls must be acknowledged within 2 hours and equipment must be serviced within 4 hours of initial call.
4 The service representative must leave with the department a dated written report indicating the service performed. Report must be signed by the University employee in charge of the equipment.
5 Contractor shall provide unlimited call-back maintenance services during normal business hours which are defined as 8:a.m. to 4:30p.m., Monday through Friday, excluding holidays.
6 Must provide a technical support telephone line service Monday-Friday during standard working hours, on a no charge basis.
7 Contractor must use only networked digital copier/printer manufacturer trained personnel for this contract.
8 If equipment is down for more than ONE working day, the contractor is required to furnish a “loaner” like-for-like replacement, until the equipment is repaired. (Like-for-like replacement = a machine in perfect working condition that has the same approximate features and speed.)
H. TESTING AND ACCEPTANCE
  Acceptance testing will occur within 10 days after the equipment has been installed. Acceptance testing will be performed by the University and will consist of verification of the specifications and performance requirements.
   
  If the equipment does not meet specification or performance requirements, the contractor will have 30 calendar days to meet requirements. If after this time period the equipment still does not meet specifications or performance requirements, the contractor agrees to remove the equipment and return any payments that may have been made.
   
  Jean Hoover, or her designee, is the only authorized person who can sign an acceptance form.
   
1.

Delivery
Delivery shall be within 15 days after receipt of a purchase order.

Supplies
Deliveries shall be made within two (2) working days after they are requested.  A minimum of four (4) weeks worth of supplies will be delivered at one time.

Payment Terms
Payment will not be made until it has been determined the equipment meets all the specifications and accepted by the University.

3.

Machine Evaluation
      The University will evaluate the performance of newly installed machines within 90 calendar days after installation.  If there are no problems with the newly installed machine, the Authorized User is required to pay for the machine within the time limits set by State Statute.  However, if the Authorized User is experiencing problems with the machine, the Authorized User need not pay for the machine until the problems have been resolved.  If machine performance is unacceptable or if the machine is not capable of handling the copy/print volume specified, the Contractor agrees to either provide a new replacement machine at no added cost or to cancel the purchase agreement for that location.  If the new replacement machine has unacceptable performance or is not capable of handling the volume the Authorized User may return the machine and cancel the Purchase Order.  Purchasing is the sole judge of what is acceptable machine performance.

4.

Response Time
The Contractor must respond to all service calls by having a service technician on-site within 4 (four) hours.

The Contractor must respond to all sales and general communications not later than the next business day.
