SCOPE: Contract  for Media Captioning and Transcription Services for captioning Web media in conjunction with projects involving the delivery of video to the Web and mobile environments.

The University is engaged in continuing education, extension programs, online classes and class materials, and Web content development using various technologies. In support of students with disabilities, laws requiring accessible content, and to support a variety of learning styles, the University is committed to making video and audio files accessible through transcribing and captioning.

The purpose of this contracting process is to enable the University to leverage an automated workflow process and provide a system that minimizes the impact on faculty; that leverages price; and delivers a consistent quality of service.

Pricing for our transcription and captioning services is as follows:

Standard Transcription only (3 business day Turnaround): $87 per media hour ($1.45 per minute)
Rush Transcription only (1 business day Turnaround): $120 per media hour ($2.00 per minute)
Captioning only (immediate turnaround): $54 per media hour ($0.90 per minute)
Standard Transcription and Captioning: $141 per media hour ($2.35 per minute)
Rush Transcription and Captioning: $174 per media hour ($2.90 per minute)

These services are always provided in conjunction with a captioning job, and pricing for these
supplementary services is in addition to the cost of the transcription and/or captioning cost.

Result Review: $30 per media hour ($0.50 per minute) (5 minute per job minimum applies)
Digital NLE Captions: $60 per NLE movie generated, regardless of length
DVD Transfer: $54 per DVD up to 1 hour in length, $69 per DVD from 1 to 2 hrs in length, or
$90 per DVD from 2 to 3 hrs in length. Price includes Result Review and return shipping via
FedEx ground. Some additional costs apply for special situations.

AST does not charge extra for multiple speakers, poor quality audio, or technical content. However,
audio that is very poor may require our Result Review offering (see below) to produce good quality
results.

AST pricing includes all of CaptionSync's standard features including:

► the ability to be notified and review transcripts prior to captioning
► the ability to "redo" jobs without additional costs to make transcript changes, formatting changes, or change the set of output types selected
► the ability to select as many of CaptionSync's standard output types as desired
► use of AST's bulk upload software, AST-Link

SERVICES REQUIRED
The University of Wisconsin-Madison is looking for a contractor to provide Post Production Captioning of Video and Audio media and would submit audio and/or text files for:

1.      Transcripts only:
The University has a requirement to be able to generate transcripts in standard text format such as a .txt file.

2.      Captioning files only  (smil, wmp, flash, .scc, etc):
The University should be able to upload transcripts created by a variety of sources (students, employees) or previously generated transcripts for media captioning.

3. Transcripts and captioning media files.

4. Integration with other systems:
The University uses a number of automated tools to capture and record lectures and e-Learning content. The media captioning workflow should be able to integrate with selected lecture capture systems to enable the audio and/or video files to be uploaded for captioning and downloaded for integration with video without faculty involvement.

5. Automated Submission and Workflow Flexibility:
The University expects to be able to uploaded and download files to a secure Web-Based-service, or via email.

6. Cross-platform support:
The University supports the Windows, Macintosh and Linux platforms, and both platforms need to be supported in terms of the application and output formats.

SPECIFICATIONS FOR MEDIA CAPTIONING AND TRANSCRIBING SOLUTION

The University works with a variety of media files.  Audio or video media file(s) for transcription, captioning or both may be any of the following digital formats:

COMPLETED TRANSCRIPTS:  DOC, RTF, or TXT formats are to be delivered via email attachment, web interface, or other digital means.

MEDIA CAPTIONING

The University requests pricing to caption media files using:
(1) transcriptions provided by the University or
(2) transcriptions provided by the Contractor.
Pricing rates for processing submitted media files for captioning are to be by media file length (per media minute) rounded up to the nearest 5 minutes not the amount of time it takes to caption files.

Captioned media files are (1) synchronized (with the transcript) and appear at approximately the same time as the audio is delivered; (2) equivalent and equal in content to that of the audio, including speaker identification and sound effects.

The University will submit a media file or video to the Vendor and be able to select how quickly a captioned version is needed. The media will be sent to the Vendor with the transcript (or to be transcribed). The media file will be synchronized with the transcript. The University requests the option of having video files and caption files be returned as captioned media presentations through a variety of Web video sharing sites (iTunes, YouTube, Google or Yahoo video), podcast, lecture capture, DVD Subtitling or through simple Web pages.

Examples of Output formats for web content include Flash (DFXP output for Flash CS3 or CCforFlash caption component, .XML for Captionate .FLV integration, .XML for RIT's caption component), YouTube (.SRT), QuickTime (.QT.TXT and .SMIL), Windows Media (.SAMI and .ASX), and Real (.RT and .SMIL).
