CONSULTING SERVICES - EXTRAMURAL SUPPORT MANAGEMENT & RESEARCH ADMINISTRATION

SCOPE: Contract for Consulting Services in all areas of Extramural Support and Research Administration.

On an as needed basis, Contractor(s) will provide staff that can assist the University in assessing business practices in such areas related to Extramural Support and Research Administration as pre-award support, post-award management, invoicing, receivables management, report, research compliance, and effort reporting.   The contractor(s) must also be able to provide recommendations on best business practices, process flow improvements, organizational effectiveness, and strategic planning.  In addition, the contractor(s) must be able to provide assistance with information systems associated with extramural support and research administration such as Oracle’s PeopleSoft Grants Suite, Maximus, Inc.’s Comprehensive Rate Information System (CRIS), and Huron Consulting Group’s Effort Certification and Reporting (ECRT) system.

Customers of this contract will be required to complete a Request for Service document, review and evaluate the responses submitted by Contractors and complete a summary of the RFS process. These summaries must be maintained in the Customers file and a copy of the RFS, the RFS responses and Summary sheet must be sent to the Contract Administrator for filing with the Permanent Contract File.

All Contractors listed for a particular Service Category must receive a RFS request. The RFS document will ask Contractors to submit pricing and detailed information showing how they would be best suited to provide the specific service being requested. Once responses are received, Customer/User staff will review the responses for the best fit for the Customer/User needs. This decision will not be based on price alone. The University will be the sole and final judge of the contractor best suited to meet the service need. Once determined, the Contractor to be used under the RFS process will receive a Service Agreement with a Scope of Work and a Purchase Order for the work to be performed.

INSTRUCTION SHEET FOR COMPLETING
REQUEST FOR SERVICES (RFS) FORM for
Contract # 10-5163

Check the Type of Services Available table for each Contractor in order to determine which Contractors are available for the Service requirements needed for your project.  A Request for Services (RFS) document must be sent to all Contractors listed for that category.    

In the Project Description/Specifications area of the RFS form, describe what you want the Contractor to do for your project. 

Note: the Project Description is a list of Minimum Requirements.  Contractors who cannot meet the minimum requirements cannot be considered for this particular project.   

The following are examples of the types of information you may want to consider:

  • Give enough background information that the Contractors can give meaningful estimates (time and money)
  • Include quantities when relevant
  • Specify the  products and/or services that  will be expected (deliverables)
  • Specify the timeframes
  • Specify any special experience, knowledge, or skills needed by the Contractor or their Employee(s)
  • If known, specify any anticipated number of Employees needed for this project including “peak” times
  • Outline any special terms and conditions of this engagement

                    
The terms and conditions of each engagement are covered by the UW Madison Contract.  
Customers or users of this contract shall not agree to terms that conflict with or change the Contract’s Terms.  Departments may have additional terms and conditions and those may be added during the RFS process but any additional terms or conditions must be discussed and agreed to by the Departments Purchasing staff or the Contract Administrator.

The following statement may be used based on circumstances of the service being requested: 

Contractors must have completed similar projects with similar requirements and commitments within the last 12 months.  PLEASE DO NOT RESPOND IF YOU DO NOT MEET THIS MINIMUM REQUIREMENT.

Questions or requests for additional information may be added to an RFS request in order to obtain more in depth information about the work that the Contractor has done.  These questions or requests for additional information should provide the Contractor the opportunity to identify work they have done as a company or as individual employees of the Company.  To do proper comparison and consideration, these requests for additional information should take this into account and be written based on the types of information you want back from the Contractors.

The following are SAMPLE Questions or Requests for additional information and may be discarded, changed or added to depending on the Departments needs.
