SPECIFICATIONS FOR SNOW PLOWING AND SNOW REMOVAL SERVICES

1.         Response Time and Hours of Service:  Service shall be furnished 7 days a week within one hour after notification.  Most plowing and hauling will be performed during early a.m. hours.  Work shall be continuous until all plowing and hauling has been completed.  Under no condition shall work be performed on Saturdays, Sundays or Holidays unless authorized by Snow Operations Manager or designee.  All lots shall be open to parkers by 7:00 a.m. Monday through Friday. 

2.         Pre-Season Snow Management Meeting:  Contractor, when requested, must meet annually with University representatives prior to the snow season to discuss Contract performance in detail.  At this meeting Contractor shall provide names and home phone numbers of all personnel to be contacted by the University’s Snow Operations Manager when Contractor's services are required.  At the same meeting, the University will provide the Contractor, the names and phone numbers of designated snow coordination personnel.  Additional, alternate, or substitute University Snow Operations Managers as needed after the pre-season meeting, shall be identified in writing to the Contractor(s).

3.         Plowing Call-Out: The Snow Operations Manager, or designee, for the Madison campus shall make the initial call-out when the Contractors' services are required for UW-Madison Campus.  Environmental Services or other designated personnel shall monitor the plowing activities.

4.         Contractor Damages:  An annual inspection of areas to look for damages done during snow removal will occur in May of each year.  Contractor shall be responsible for and will be notified by the University of all damage to curbing, parking meters, signs, etc. as it is discovered until the end of the snow season.  At the end of the snow season, the Contractor shall be solely and wholly financially liable for any reported damage and shall comply with the instruction of the Snow Operations Manager in returning University property to its pre-season condition.

5.         Campus Maps:  Maps showing parking lot locations can be viewed at http://www.vip.wisc.edu/map.html.  A campus parking map provides an overview of locations and excerpts from the campus parking atlas supply architectural-style representations drawn to scale and showing total lot, number of stalls, relevant landmarks, light poles, parking meters, and other potential plowing obstacles.  A limited number of newer lots are not yet mapped.

7.         Plowing Priorities:  All lots shall be open to parkers by 7:00 a.m.  Plowing shall be done according to the following numbered order:

            7.1   CSC/Hospital:  First priority is ED Area/Ambulance Entrance, then AFCH parking (Lot 63), then entrance to Lot 79 and 75, then Lot 76 (entrance, exit and top).
            7.2   Lot 60:  Start at west end and work east.  Grader to be parked at Snow Dump Only.
            7.3   Lot 17
            7.4   Lot 1 Memorial Union.
            7.5   Lot 62:  Veterinary Medicine School customer parking and large animal loading area.  This includes Veterinary School Clinic and large animal parking.
            7.6   All remaining Lots and Ramps.

8.         General Plowing Instructions:  The following is subject to change by the University’s Snow Operations Manager.

            Lot #       Instructions
            All Lots    Do not push snow onto islands that have shrubs or trees.  Never push or pile snow into handicapped stalls, access aisles or ramps.
            41            Snow Operations Manager to advise on-site, word-of-mouth, as needed.
            60            Do not push snow to South side of lot on lawn.  Concentrate the snow dumping in a small designated areas instead of a long dump area.
            ER/63      ER/Ambulance area:  Do not pile snow or bank on South side of road or push piles near intersection.  North Lot:  By Handicapped stalls do not plow snow to walkway.
            79            Hospital Patient Lot:  Do not push snow to East side of lot, small trees.

9.         Equipment:
            9.1   Plowing with "shoes" shall not be allowed except as specified in this Bid.  Authorized Environmental Services or Transportation Services personnel may redirect snow removal equipment and personnel to other than originally designated areas and/or may request additional equipment.

            9.2   Representative equipment groupings and a one-hour time-of-use have been assigned.  Actual equipment and time requirements shall be determined as described herein.  Except as designated, bid sections require plowing and hauling as directed by the University’s Snow Operations Manager.

            9.3   Contractor shall also supply a list of firm hourly rates for all additional optional equipment which may be required to meet Contract requirements.  Types of equipment are listed in Itemized Bid List, Bid Group  6.  If Contractor's equipment inventory includes any other equipment, not listed, Bidder shall state hourly rate for that equipment as detailed in Bid Group 6.

10.        Minimum Equipment and Staff.  In order to provide service to meet deadlines during snow removal operations the University requires the Contractor to have the following minimum staff and equipment:

25-28 Staff/Drivers,
8 ea. tri-axle dump trucks,
1 ea. quad-axle dump truck or semi trailer with dump capability,
6-7 front end wheel loaders,
5-6 skid loaders,
2 ea. five yard (approximately) dump trucks,
2 ea. 4 x 4 Pick-up trucks with snow plows, and
1 large tracked mover,. e.g. Caterpillar to move snow on the snow dump pile. 

NOTE:  All Parking Ramps and Parking Lot 34 require the Contractor to use rubber blades on plows.

Contractor shall provide a list of all staff and equipment owned or leased to the Contractor upon request by the University.

11.        Snow Hauling and Dumping:
            Hauling Snow:  All areas shall have snow removed from site and hauled.  Contractor shall remove all snow piles from parking areas and no snow shall be left within the parking area perimeters. 

            Contractor(s) shall be directed to haul and dispose of snow at on-campus or off-campus sites as directed by Snow Operations Manager.  

            LOT 17 Snow removal time restrictions – No Snow Removal from LOT 17 or surrounding area between 12am and 6am, NO EXCEPTIONS!

            At no time shall the Contractor push, haul or dispose of snow into delineated wetland areas.  If the University discovers that the Contractor did push, haul or dispose of snow into delineated wetland areas, the Contractor shall remove snow without harming the wetland area and move the snow to another approved location at Contractor’s expense. 

            11.1         Hauling: 

  • Ramp 36 (Steenbock) has four (4) levels and has two (2) snow chutes.
  • Ramp 46:  snow chutes are in northeast corner.
  • Parking Lot 60:  Snow must be hauled/removed each day

            11.2         Dumping:  All snow shall be dumped at a location north of the softball field.  Start at corner area near marsh (northwest corner).

12.     Discontinuation of Snow Removal at Parking Lots or Ramps:  In the event a parking lot or ramp is lost or temporarily closed due to construction, the University will, at its discretion, notify the Contractor to suspend or discontinue Snow Plowing/Removal Service for that parking lot or ramp and may remove it from the Contract.
