PRODUCT INFORMATION-RECYCLED CONTENT

Recycled content is measured as a percentage by weight of total fiber content based on the Environmental Protection Agency definitions summarized below and the Federal RMAN Guidelines for Paper Products.  Recycled content should be 50%-100% waste paper, of which at least 30% of the total fiber shall be post consumer waste.

“Recovered materials” means waste material and by-products that have been recovered or diverted from solid waste, but the term does not include those materials and by-products generated from and commonly reused within an original manufacturing process.

“Mill broke” means any paper waste generated in a paper mill prior to completion of the papermaking process.  It is usually returned directly to the pulping process.  Mill broke is excluded from the definition of “recovered materials.”

The “waste paper” category for printing and writing papers includes both post consumer materials and preconsumer manufacturing wastes.  “Waste paper” means any of the following recovered  materials:

1.   Post consumer materials such as:

1.1     Paper, paperboard, and fibrous wastes from retail stores, office buildings, homes and so forth, after they have passed through their end usage as a consumer item, including: used corrugated boxes, old newspapers, old magazines, mixed waste paper, tabulating cards, and used cordage; and,

1.2     All paper, paperboard, and fibrous wastes that enter and are collected from municipal solid waste.

2.     Manufacturing wastes such as:

2.1     Dry paper and paperboard waste generated after completion of the papermaking process (that is, those manufacturing operations up to and including the cutting and trimming of the paper machine reel into smaller rolls or rough sheets) including envelope cuttings, bindery trimmings, and other paper and paperboard waste, resulting from printing, cutting, forming, and other converting operations; bag, box and carton manufacturing wastes; and butt rolls, mill wrappers, and rejected unused stock; and

2.2     Finished paper and paperboard from obsolete inventories of paper and paperboard manufacturers, merchants, wholesalers, dealers, printers, converters, or others.

Some additional recovered materials that are excluded from the waste paper definition are suitable for cotton fiber papers.

3.     Manufacturing, forest residues, and other wastes such as:

3.1     Fibrous by-products of harvesting, manufacturing, extractive, or woodcutting processes, flax, straw, bagasse, slash, and other forest residues, and

3.2     Wastes generated by the conversion of goods made from fibrous material (e.g., waste rope from cordage manufacture, textile mill waste, and cuttings); and

3.3     Fibers recovered from waste water that otherwise would enter the waste stream.
