SCOPE: Contract for the purchase of police soft ballistic vests compliant with the National Institute of Justice (NIJ) 0101.06 Ballistic Resistance of Body Armor for threat level II. The University anticipates buying 20-30 vests in the first year of the agreement. The UWPD is intending the vests to be used for daily active duty by their patrol officers and will place the highest premium and value on the lightness, flexibility, and comfort of vest.

The ballistic panel cover material is waterproof and seam sealed to protect against degradation of the ballistic material used in the panel.  All corners are rounded to protect carriers from wear and tear, we well as offering enhanced comfort to the wearer.

 

The labels are designed to withstand normal wear and cleaning and will remain readable for the warranty period of the body armor.  The label lists name of manufacturer, threat level, NIJ 0101.06 compliance, date of manufacturer, date of issue, size, serial number, model number, manufacture location, and length of warranty period.

SPECIFICATIONS

 

1.         Contractor must supply both male and female style soft ballistic vests compliant with the National Institute of Justice (NIJ) 0101.06 Ballistic Resistance of Body Armor for threat level II.  All certifications and testing must have been performed by a certified independent laboratory approved by the NIJ.  The female vests must be specifically designed for the female torso and allow for individual bust configurations.  The ballistic vests are meant to be worn concealed under a standard police uniform shirt by officers on normal police patrol.

2.         The ballistic vest package must include at minimum all the following:  one front ballistic panel, one rear ballistic panel, two integral shoulder straps to act as an internal suspension system which can attached directly to the front and rear ballistic panels, a Velcro-style waist strap system to secure the front and rear ballistic panels together across the waist area, one machine washable vest carrier with separate pockets for front and rear trauma inserts, and one trauma reduction insert.

3.         Contractor must provide full product description and specifications.  The UWPD is intending the vests to be used for daily active duty by their patrol officers and as such will place the highest premium and value on the lightness, flexibility, and comfort of any proposed vest. 

4.         Contractor  must provide product with minimum product liability insurance coverage $25,000,000.00. 

5.         Contractor must provide a minimum documented warranty of 5 years for the ballistic panels provided.  The Contractor must provide a minimum documented warranty of 24 months for the outer shell cover provided.

6.         Contractor must either have a local facility to measure and deliver the proposed ballistic vest or provide a detailed service plan that guarantees site visits by the Contractor to the University of Wisconsin-Madison Police Department for the purpose of fitting and measuring personnel for the ballistic vests as required by the UWPD.  Such service plan should include details of how measuring, repairs, and all other customer service issues will be provided without a local location.

7.         Ballistic panel cover material used.  Such material should be highly resistant to moisture in order to prevent degradation of the ballistic material used in the panels.  In addition the edges and seams should be fully sealed and rounded without any corners or sharp edges which may catch/tear the vest’s carrier.  In addition, the labeling on the panels should be applied in such a manner so that it withstands normal wear and cleaning and remains clearly readable for the warranty period of the panels.  Such labeling should list at minimum the name of manufacturer, level of protection, NIJ 0101.06 compliant, date of manufacture, date of issue, size, serial number, model number, manufacture location, and warranty period.

8.         The ballistic armor desired by the UWPD is intended for routine use as an undergarment while on routine patrol and as such should be soft armor that is light, thin, and provides a high degree of comfort and minimum restriction to the mobility and movement of the officer all while providing NIJ 0101.06 certified threat level II protection. 

9.         Contractor must  provide all specific V50 testing results for the proposed product in accordance with MIL-STD-662F using NIJ STD 0101.06 test projectiles against ballistic clay backing.

10.        Contractor must  provide specific information regarding trauma plate options offered such as the material used, weight, and physical properties of the item. 

11.        Contractor must  provide specific information regarding the vest’s carrier.  Such information should include the material used and description of its physical and chemical properties.
