Early Intervention Services


For cancellation based on early intervention services you must:

  • be a qualified professional in developmental services
  • work primarily with children from birth to age two
  • work primarily with children who have disabilities
  • work in a public program
  • work full-time providing developmental services.

CHILDREN WITH DISABILITIES

Children with disabilities are defined as children who meet one of the following conditions:

  • Have a diagnosed physical or mental condition which has a high probability of resulting in developmental delay.
  • Are experiencing developmental delays, as measured by appropriate diagnostic instruments and procedures in one or more of the following areas:
    • cognitive development
    • physical development
    • language and speech development
    • psychosocial development
    • self-help skills
  • Are deemed by the state to be at risk of having substantial developmental delays if early intervention services are not provided.

DEVELOPMENTAL SERVICES

Services should be designed to meet a handicapped infant's or toddler's developmental needs in any one or more of the following areas:

  • physical development
  • cognitive development
  • language and speech development
  • psychosocial development
  • self-help skills

Services should meet the standards of the state, including:

  • family training, counseling, and home visits
  • special instruction
  • speech pathology and audiology
  • occupational therapy
  • physical therapy
  • psychological services
  • case management services
  • medical services only for diagnostic or evaluation purposes
  • early identification, screening, and assessment services
  • health services necessary to enable the infant or toddler to benefit from the other early intervention services.

These services should be provided in conformity with an individualized family service plan adopted in accordance with Section 677 of the Individuals with Disabilities Education Act.


QUALIFIED PROFESSIONAL

Occupations include:

  • special educators
  • speech and language pathologists and audiologists
  • occupational therapists
  • physical therapists
  • psychologists
  • social workers
  • nurses
  • nutritionists

PUBLIC PROGRAM

The program must be:

  • either public
  • or a nonprofit program under public supervision

Services should be provided at no cost except where federal or state law provides for a system of payments by families, including a schedule of sliding fees;


Rate of Cancellation

Any interest that may have accrued during the year of eligible employment will be canceled. In addition, the following percentages of the original principal loan amount will be canceled.

Second year 15%
Third year 20%
Fourth year 20%
Fifth year 30%
