Direct Payment Risk Assessment Project

TEAM MISSION
To streamline and improve the direct payment approval process in a way that maintains acceptable levels of risk.

Issues/tasks to be considered by the TEAM
At a minimum, the following issues should be addressed:

  1. Define risk in accordance with state statutes.
  2. Identify and prioritize the steps and transactions in the direct payment process where the University is most vulnerable to errors and/or fraud.
  3. Determine the level of authority needed to approve specific types of transactions.

PRODUCTS TO BE DELIVERED AND DATE NEEDED

  • Matrix of transaction types, levels of risk and levels of authority: May 15, 2005
  • Final recommendations presented to SPC: May 27, 2005

EXPECTATIONS AND ASSUMPTIONS

  • The project team will gather data (e.g., error rate) to facilitate making fact-based decisions.
  • The new process should avoid duplication of effort, i.e., only one "expert" should have to review a transaction.
