Audit Standards/Delegation Project - Purpose of Document
This document is the project charter of the Audit Standards Committee and delegation project. In order to launch the project and build the foundation for long-term project success, we will focus the project on redesigning pre audit delegation, which gives delegated responsibilities to trained and certified individuals instead of the previous model, which provided delegation to entire divisions. To accomplish this project, we will form an Audit Standards Committee that will develop a core set of auditing standards and best business practices to ensure quality, consistency, and compliance for all delegated transactions. The Audit Standards Committee and the Office of Human Resource Development will use these standards and best business practices as a foundation for creating a standardized training and certification program for all individuals that want to be delegated. Once the standards guide and training/certification program is in place we will expand the new delegation model to other areas of campus. The final phase of the project will be to develop a post audit model that will effectively measure and report levels of transaction risk, and implement audit finding reporting and compliance elements.
The purpose of this charter is to establish a common understanding between the project sponsors and the project team regarding the goals and objectives of the project. The project charter provides the foundation for the project by documenting:
- Project Goals and objectives
- Project Scope
- Project Work Plan
- Project management approach
- Project organization
- Roles and responsibilities of the project participants
- Assumptions concerning the project
- The project team’s acceptance of the content described within the charter
The Project Charter is a statement of commitment from the Project Team and its completeness is extremely important. The Project Charter will evolve during the life of the project, but it is the basis for evaluating any changes to project’s scope and objectives and assessing the impact of proposed changes on current business climate, position classifications, and budgets.
